For those who wanted to see the responses about small engine repair:

 

Several people mentioned World Services but then I heard from Jim Carey of
World Services who informed me the program has ended due to lack of demand
(often cheaper to buy a new mower than have it repaired). 

 

Jackie Paulding told me about "Something For All Seasons", a successful
small engine and power machine shop owned and operated by a couple who both
have no light perception: Steve and Rhonda Scott.

Arkansas Enterprises for the Blind is apparently the same thing as World
Services.?

 

Idaho Commission for the Blind includes small engine repair in their
Industrial Arts program. http://icbvi.idaho.gov/industrial_arts.aspx
