No the Touch ID on the home button that you use to unlock the phone is
completely separate to 3D Touch on the screen.

1. This sounds like it might be the new feature Apple added to, in theory,
make it easier for people to move the cursor by using 3D Touch. To the best
of my knowledge it cannot be switched off I'm afraid. My only suggestions are
maybe to change your 3D Touch sensitivity setting to Firm, or switch off 3D
Touch altogether if you don't use it elsewhere.
It's settings can be found in the Accessibility section of General settings,
towards the bottom.
2. To attach a photo or video, use the VoiceOver rotor and navigate to Edit,
then swipe up or down til you get to either "Add Attachment" or "Insert Photo
