As for your own query, I know that Audacity is free and is developed for both the Windows and Mac platforms. Haven'g used it though, so can't comment. Have never heard of AudioCart. Sorry I can't provide any further help such as a recommendation or knowing which ones are accessible but if you get free downloads it won't matter as you can try a couple without any cost to you, well except the time and effort.
