hi dwayne. laz hit it on the head. i would only add one thing. it is
also possible that your fire battery has no charge. in that case,
doing a wall charge connect will automatically turn on the fire and
you can go through with the directions to voice.
also, if you have no voice to help, when the fire is on and you want
to turn off just hold down the power button for twenty seconds and
release, this will allow for a clean boot when powering up again.
doing all of this under the hood can be perplexing, but, really there
is only one screen that the fire goes to after hitting that power
button for one second and releasing.
that is the power off screen no matter how many times you hit that
power off button for one second and release. and, that is the screen
you do the two finger thing to voice.
note, that if you hit the power button and release too quickly, you
will go to the lock screen, but, you will hear no chime.
lastly, the chime sounds more like a do-do-do thing to me. but, at
least there is something that amazon has provided so you know you are
on the correct screen!
and, seems to me that i need to add some more stuff to my post! never
can learn too much.

volume down. If you did indeed turn VoiceView off then after the
tablet is completely turned on, hold down the power button for a
second, you should hear a chime. Now Place two finger tips on the
center of the screen about a half inch apart and keep them there until
the tablet reports that VoiceView has been turned on. It should not
take more than about 7 seconds to turn VoiceView on.
