Hi George,
It might be that it has an old version of talkback installed. I found the
same issue with a tablet a client brought me. It had android 4.1, but
explore by touch wouldn't work until I went to the play store (the icon I
think might actually have still been called 'market'!) Virtually everything
was waiting for an update, but I did talkback first and that fixed explore
by touch at least.
