How about this for a short sentence: WARNING: Dogs not on leashes may be
subjected to pepper spray. Something like that. Maybe add a reference to the
regulation (something like "sec. 3/1/A" or whatever) after the word leashes.
Whatever the sign says. It should be BIG and UNMISTAKABLE so no one can say, "I
didn't see any sign," and it should be put at every entrance to all the parks
in question.
