Michael,

Common Loons are common in the bay. I've seen and photographed them at 
Kiptopeke from the pier this time of year. So maybe it's not that uncommon to 
see them where you saw them. They also show up places like Bryan Park.

  At a recent visit to the VA Living Museum, I observed a Common Loon far away 
from the visitors in the pond where the otters are. The VLM has many waterfowl 
but the Common Loon is not one of them. I took a picture and showed it to a 
staff member who does wildlife surveying for the DGIF and he confirmed it. He 
said they do come to the VLM, but not often.
