I believe the place to report them is Patuxent Wildlife Research Center in

I was out with students at Port Mahon Rd in DE on
Saturday and saw a ruddy turnstone with colored
tags on one of its legs. I saw similar birds last
summer on Monomoy I (Cape Cod MA) and would like
to report the sightings to the researchers doing
the study. Does anyone know?
