It's a word.
RUEB 9.3.1 says:
9.3.1 A typeform word indicator sets the designated typeform for the next
symbols-sequence or the remainder of the current symbols-sequence.
A symbols sequence is defined in RUEB 2.1:
symbols-sequence: an unbroken string of braille signs, whether alphabetic or
non-alphabetic, preceded and followed by space (also referred to as
symbols-word)
So, the number 116 counts as a word; to make it bold you would use the dots
4-5,2 sign, before the number.

Hi! Apologies to all if this appears twice - I sent it to the wrong place
initially!
This is about a number, standing alone, within a sentence.
The sentence reads: The game uses a pack of 116 cards. (The 116 is in bold,
just in case it doesn't show up)
I'm putting it into braille. Should I consider the 116 to be a word - dots
45/2, or a symbol - dots 45/23.
Or is it something I've not even thought of?
