thought it must be an immature male Blue-faced Meadowhawk.

I'm seeing huge amounts of tenerals everyday here with about half being
Calico Pennants and the rest a mix of Blue Dashers, Banded Pennants, Halloween
Pennants, Widow Skimmers, Slaty Skimmers, Whitetails, Amberwings and probably
some others that I can't think of right now. At a neighbor's pond I found 3
like this one. My first impression is of some sort of Pennant but all those
I've seen show some sign of their wing patterns, even when very fresh. Any idea
what this might be?
