[TN-Bird] Unusual house sparrow potential nest spot?

Today, while at Estill springs city park, I observed unusual behavior, to
me. I have attached what I put in ebird.

I welcome any feedback or thoughts. One friend suggested that the fragments
of fallen fish, etc would make meals for the house sparrows!
