[TN-Bird] Revamped CARA

In a renewed show of support for long-term funding for state wildlife
conservation, public land protection, outdoor recreation, and historic =
land
preservation, Representatives George Miller (D-CA) and Don Young (R-AK)
introduced the Get Outdoors Act in March. The bill encourages outdoor
activity to combat America's growing obesity problem. The Get Outdoors =
Act
is almost identical to the Conservation and Reinvestment Act (CARA) =
which
fell short of passage in 2001. Senators Lamar Alexander (R-TN) and Mary
Landrieu (D-LA) will soon introduce the Americans Outdoor Act, a =
companion
Senate bill. Both bills would provide $350 million annually to states =
for
wildlife conservation and recreation programs. In addition, funds would =
be
used for coastal impact assistance, land acquisition, historic =
preservation,
and urban park revitalization. The House bill also includes $50 million =
for
landowner incentive programs that aid in recovery of threatened and
endangered species. As with CARA, funding would come from bonus bids,
royalty payments, and other fees from oil and gas development on the =
Outer
Continental Shelf.
