[TN-Bird] Eurasian Collared-Doves in TN

To chart the first records of Eurasian Collared-Doves(ECDO) in TN, I
have surveyed all The Migrants and th-bird entries since  Eurasian
Collared-Doves were first reported in TN in 1994.  I have also used a
few other sources such as Stephen Stedman's Website and the CBC records
on the National Audubon Website.
I have listed two records, Shelby and Overton, that were not accepted by
the TOS Records Committee. I did this because for my purposes they are
acceptable and important.
