In order for SetPaths.cmd to complete successfully and allow
usrlogon.cmd to continue processing various folders in the user's
profile/home directory must exist.
If you don't redirect any folders then this usually isn't an issue. If
you do redirect things like the AppData, Desktop, Start Menu, etc. then
you may need to add code to the beginning of usrlogon.cmd to ensure that
these folders exist in the redirected locations before SetPaths runs.
If you open SetPaths.cmd (found in %SystemRoot%\Application
Compatibility Scripts), you can see exactly which folders it cares
about.

Subject: [THIN] Re: usrlogon.cmd not running
Hello Jeremy,
We have this occasionally...
If you put pauses in your usrlogon.cmd you will find it fails when it
calls the setpaths.cmd ( first 3 lines of usrlogon.cmd)
We have researched this but never found a full solution.
It might help you though.
Regards
Rob

Would anyone know of a situation when usrlogon.cmd would not
run? I've been
asked to lock down a terminal server, built by a 3rd party, and
I noticed
that usrlogon.cmd is not running. It's in the AppSetup key, but
just
doesn't run. A bit bizare.
Cheers.
