I was just having a similar problem and found this article from Microsoft:

stopped and started my License service and then I could connect.

Hi Everyone,
I have Metaframe XP on 2k sp3 and all the patches from Citrix. For some
reason, some of my users from remote have a weird problem when they make a
connection to the entire published desktop. It looks like the logon screen is
about to appear but the reconnect screen timer appears instead. This problem
seems to happen on both broadband and dial up. I've tried the newest clients
from citrix and that doesn't seem to help.
All input is welcomed.
