Is their licensing based on installations or concurrent connections?

We use a published desktop for our DOS thin Clients. 3 Metaframe
servers. I have two new applications (ProComm and Cadopedia) that only
one user will need. 

If I install it as part of the published desktop I have to install it on
all 3 servers. Do I need 3 licenses if only one user is using it? 

What are my alternatives? 
Can I publish the app and use it only on the client's published desktop?
