[THIN] msiinstaller error

Anyone ever had experiences with this error.
Error: The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe
Mode, or if the Windows Installer is not correctly
Installed. Contact your support personnel for assistance.
We recently installed a third party app (which was supposed to be compatible
with term server), and are now receiving this error whenever we attempt an
install with the msiinstaller. We are definitely sure it is their install.
In the event viewer we are receiving the following error:
The server {000C101C-0000-0000-C000-000000000046} did not register with
DCOM within the required timeout.
I have looked on Microsoft's site and have tried anything remotely related
to the msiinstaller to no avail. We have un-installed the app manually
removed the msiserver service and re-installed still no luck.
I am now just trying to get my server back without having to reload the
entire box. Anybody have any good ideas?
