Just a wild hunch here, but maybe the problem isn't paging. If 28% of memory means 28% of that 2GB RAM, it certainly isn't. If 28% is 28% of your maximum page file size, and that max size is at least 8GB, then maybe... Go back and look at the counters in the performance monitor again.
