You could write an application / desktop replacement as an HTA.

That's what I've done for a big chunk of my users, for very similar
reasons that you have.

Think of it as being able to write a browser / web page, but without the
normal restrictions on what you can do at the client-side (or
alternatively, without have to write active content that would normally
be a control, like ActiveX or Java).
