had 2k3 fr3 servers, 2k fr2 and 2k fr3 servers in the same zone.

no issues

Yes,  We have both in our production environment with no issues.
What we did was ensure all servers were the same FR level (FR3), and
segregated the 2000 and 2003 servers onto different subnets and separate =
MF
zones.
