[THIN] W2003 Terminal Services and GPO

I am using Windows 2003 R2.
I have created a GPO object which among other rules restricts users'
access to server's local drives.
GPO works fine for W2000 but for W2003 TS the "User Configuration" part
of the GPO doesn't work.
("Computer Configuration" part works)
What is the reason that "User Configuration" part of GPO doesn't work on
W2003 TS?
