You can selectively remove right-click items by setting permissions in
REGEDT32. I've not done it in production, but I have proved that it works.

my users find a photo, bitmap, or create one with mspaint.  Then they right
click on it, set it as their wallpaper, and they are off and running.  Since
the GPO keeps them from controlling such things in the normal manner, it is
harder to get rid of this type of behavior, but it doesn't seem to cause too
much of a problem yet...
