[THIN] Trusted Sites for IE

Hi,
I'm running a single Win2003 Terminal server via RDP with local users. No
active directory, domain login etc.
I want to add a Trusted site to I.E. for all users on the server.
Is it as simple as
o Changing to install mode
o Adding the Trusted Site under the administrator
o change to execute mode
If not, what should I do please?
Also can I do this will the server is being used or should I wait until
after hours?
