You can migrate the service from one to another - but as soon as you move
from 2003 to 2008 on your TS/RDS boxes you'll need new licenses.

Hi

I need to replace an existing Windows 2003 Terminal Services License Server.
Our Citrix farm is all running on Windows 2003 servers.  I will be upgrading
the farm to Windows 2008 at some point.  Can I build a Windows 2008 TS
License server that manages both Windows 2008 and Windows 2003 servers????
Our servers are licensed per user.

Does anyone have any best practice doco on building TS license servers?
