[THIN] Spoolsv.exe & citrixcseengine.exe high cpu

We're getting lots of cpu activity with spoolsv.exe & citrixcseengine.exe on
user logon / logoff and when people change printer preferences.
We're running XA6.5 / Server 2008 R2 (everyone gets a published desktop) and
are giving people printers based on VBS logon scripts as we found using citrix
policies was too unreliable.
