Without a doubt, a T1 is far more than what is needed for 10 ICA users plus some other surfing. The only caveat is if they are doing LARGE remote print jobs which amount to transferring large files, i.e. hundreds of pages or intensive graphics....even then a full T1 is more than most small offices have and should work great.
