Easier usually takes longer to accomplish.
 
While scripting and group policies are more complex, they might save you a 
bunch of time in the long run.

    HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell

for very user. Is this value in NTUSER.DAT and I just cannot change it 
from my account?

User shell folders is deep in hkcu. I am not at a computer but can look up 
the exact path for you when I get on the office if you have trouble 
finding it. 

You can change the value for users as they log onto the server with a 
script or seed it on the default profile on your ts servers.
