Within IE, go to Tools > Internet Options > Security > Local Intranet > Sites 
and check the box for "include all network
paths". I assume you are talking about the new security feature included in 
2003 SP1. I also assume you have redirected
Desktop to a network location.

It is disabled and I am still getting those prompts? Any ideas?

Disable the Internet Enhanced Security via Add/Remove programs in the control 
panel.
