You could publish a complete locked down Desktop with GPO's and give access to "Domain Users". Then based on Group membership create a login script that pops up any message you want telling the user they're not in the right RDP group. If they are in the right group then the locked down GPO is not applied. If you are not a member of the Remote Desktop Users group or another group that has these permissions, or if the Remote Desktop User group does not have these permissions, you must be granted these permissions manually." with an individual text.
