You got it right! Administrators only had read permissions on the reg key. (don't know why?) I change the permissions to Administrators - full control and the tslogins command is working fine. I will take a look at the XENAPPPREP tool. I used XENAPPPREP to clone them. I found no issues with TSLOGINS in any configurations. Check the permission on HKEY_LOCAL_MACHINE\\SOFTWARE\\Microsoft\\Windows NT\\CurrentVersion\\Winlogon and ensure administrators and system have full control (default).
