Did you visit Add/Remove Windows Components? If so, the TS Configuration tool 
might say Per User but it was actually
reverted to Per Device. It's a bug in Windows 2003. Double-click Licensing in 
TS Config and click OK to change it back
to Per User. There's a Microsoft hotfix for this.

All,

I've installed my W2K3 servers with Per User licensing and now I am
starting to get some license expiration messages.  WHen I go into License
Manager, I see that Temporary Per Device licenses are being handed out
instead of Per User licenses.  Is there a way to fix this?
