Tricerat Regset may be able to help... http://www.tricerat.com/?page=regset
If you just need users to be able to view files and not modify them I
reccomend irfanview over PSP. And it is free and has plugins and is a viewer
for a vast amount of file types. http://www.irfanview.com/ What is wrong
with Paintbrush?

Ok now it gets ugly. Used REGMON and here is what I found.

PSP wants to set the file associations in the HKEY_CLASSES_ROOT to all of
the image extensions it supports.

I don't want to give the users access modify this hive but I also don't
really want to have to set the security on each file extension for the
server farm. It also makes changes to the HKEY_CURRENT_USER which they
should have access to.
