Hey Steve,
How did you make out on this?

Citrix Tech support probably already did this with you but did you try just recreating the Local host cache?

I also seem to remember Rick Mack posting something about the CMStart makeing the logons slow (but this was in W2K3) I wonder if the same method might help the IMAservice start quicker? I dont know.
That thread is at: http://thethin.net/archive3.cfm?id=161022

Also search the Thin.net archives on IMA Service Fails and you will get several hits but recreating LHC always seemed to fix it for me.

We have a customer who has approached us with numerous issues on an existing
deployment of PS 3.0 on Win2K. We have solved all of them but one is still
persistent. Apparently, the IMA service simply fails upon reboot on these
machines with errors about not being able to contact the license server,
although after significant effort and troubleshooting on the network, the
communication ports are clearly available. We have done many things to
troubleshoot including re-segmenting the LAN, rebuilding the OS,
re-installing PS, etc. etc,.

We have gone pretty deep so far, including with Citrix Tech Support, but I
was hoping that someone on the list happens to have been down this road
already. I suspect a bug in PS 3.0 on Win2K, I was hoping someone else can
corraborate this.

All feedback is appreciated...
