AFAIK, just about all PDF converters use ghostscript.  Ghostscript is <free
for non commercial use, with options for commercial use> and is basically a
PS interpreter that can output to many raster (bitmap) formats.  Since so
many printers take PS in, most applications print in PS.  So folks who write
PDF converters create a PS printer driver and tie in ghostscript to
interpret it and output to a PDF file.

This is a bit confusing since all PDF generators should create PDF files not
PS files, although in reality the two are very closely related. How exactly
is the print process being called? Is the "Old" program using it's own print
API, or perhaps a 16 bit print call???

I'm working with a customer that has an old scan and view application that
worked with Adobe Writer version 4.  They recently upgraded to 2003 Server
and cannot get Adobe Writer 4 to work with 2003.  But when they upgrade to
Adobe Writer 7, instead of getting a PDF file (which is what this old app
requires) they get a PostScript File.  They have tried a few other PDF
Writers and seems they are all creating PostScripts instead of PDFs.  Anyone
know of a 2003 compatible PDF Writer that creates PDF's instead of
PostScripts?  Or know of a way to make Adobe Writer 7 create a PDF as the
default instead of PostScript?
