[THIN] Office 2003 Language Bar

The Office 2003 Language Bar has decided to start appearing for users.
Choosing to close the language bar doesn't work (it used to). Instead,
we have to go into the advanced tab and choose "turn off advanced text
services".
Is there a recommended way to deal with this in one shot for all usrs?
Registry, GPO, modify installed components, etc? We don't need the
language bar or it's features at all.
