[THIN] Office 2003 Custom Installation Wizard

I have been building a custom transform for office 2003 to setup my perfect
Office installation for quick delivery to my presentation servers.

I have everything perfect except one part.  in the Add files part, it fails
to add my file.  It does add it to the transform, filemon told me that much,
but during install it skips it.  All other aspects of the transform get
applied, exchange prf file, registry changes i specify, all of it.  Just not
the file.  or any other file for that matter.  I tried just a generic text
file to see if it was the file type but it was not.  Filemon doesn't show
anything for that file during the install and the Office install logs show
nothing either.

Very maddening.  Has anyone else seen this before and how did you solve it?
