Domain accounts get their policy settings from the domain controllers so
you won't be able to do this on the OU level.

I don't think so.  You can implement it a the OU level.

        Hello,
        We are looking at strengthening our password policy.  I have
been told that the minimum password length policy can only be set at the
default domain policy.  Is this true?  The reason I ask is that our
helpdesk is slimly staffed and users already have problems with 5 char
password lengths.  We are looking at making it a 14 char minimum, but
would like to roll that out in smaller groups so we don't get swamped.
Any insights or suggestions would be greatly appreciated.
