[THIN] OT: L2TP with Windows 2000 server

I am trying to connect my Windows 2000 server with an a client over
l2tp. If I plug the client into the LAN, I can connect fine but when I
try to connect remotely I run into the problem. I don't think it's the
firewall because I am getting no messages in the log. I have been using
IPSEC monitor and it shows my connection to the server but the number of
"Bad SPI Packets" increases each time I try to connect. I can't seem to
figure out what I am missing.
Any thoughts to help my hurting head?
