Get an old workstation and set it up as a proxy using Linux (which is free)
set up all  your IE traffic to proxy through the server and you can log it
all that way.

Without spending any money...

How can I parse the Internet usage of my TS users using their Internet cache
on the server?

I found a command line utility
(http://www.exodus-dev.com/products/IECacheList/Default.asp) but it seems to
lack the ability to parse an index.dat file other than the ones allocated to
the locally logged-in user.

I need a vbscript or command line utility that will write the contents of
each users' index.dat to a csv or txt file.

Any ideas?
