[THIN] New hotfix 22 for PS4, more printing fixes

I know a few people have had issues with the print manager (cpsvc.exe)
crashing on PS4 and 2003. Citrix said you could set the service to use
local system instead of the smauser, but didn't like the idea. This
hotfix is supposed to fix that problem, and it also supercedes a bunch
of other printing related fixes that I know were a major headache for
me.
