It's normally a per-user setting.

Never tried to see whether it could be applied server-wide.

That would largely be application specific.

I'm aware that there is the oddity setting that can be applied on a
machine basis.

But my gut feeling is no.

One way or another, you just have to accept that for things to work as
you want, you are going to have to apply per-user settings. GPO,
policies, customised application distributions, scripts - whatever your
poison.
