In my understanding local policy always takes precedence......
I would go for AD gpo precendence if gotten the choice

Question: Single 2000\XPe Citrix Server currently resides in an NT 4
domain, using system policy that is local to the server. When migrated to
an AD domain, can you choose between having the local policy or an AD GPO
take precedence, or does the GPO always override a local system policy?
