Yes I seem to remember seeing it  somewhere under accessibility settings.. 
Isn't there something in TweakUI also?

  Do you mean that you are using Flex profiles and have a single mandatory 
profile..or what?  You probably already know there is a GPO for the icon size 
in the IEAK also.

  Did you open the NTUser.dat in your default user profile on the server and 
edit the key? If you want it for all users did you try the change user /install 
trick with no users on the server and making the change and then putting it 
back in change user /execute?
