Quotas, maybe? Have you tried filemon to find out what it's trying to
access?

Nope.  The users are not being forced to any central TEMP folder.  It
resides in their Documents and Settings folder.  As for a policy, I
don't
see how a policy would affect this.  The same policy is being enforced
to
all clients on all of the MF servers.

Chris... couple of questions.

Are your user Temp variables all ok ?
The users arent being forced to point to %systemroot%\temp at all ?

Are any other applications being affected at all or is it just Excel.
If you have a policy applied to the users , have you tried running a
test
user without your policy ?
