[THIN] Links do not open from Outlook to IE

On two of our Metaframe XPe SP2 servers running Windows 2000 SP3, If
you already have Internet Explorer open, and then click a link from Outlook,
nothing happens.
During initial server setup, I installed XE102W081 using installation
manager, but the installation failed. I did not notice that it failed at the
time. Later I installed uninstalled and reinstalled the hotfix to no avail.
The hotfix is supposed to resolve this issue but isn't fixing it. What can I
do?
