GPO precedence is local, site, domain, and then OU so Carl's right.

I think if you define the logon text it comes up blank - but obviously give
it a whirl. I know if you set 'password expiry notice' to '0' it doesn't
disable it; it sets it to 0 days - so users get a message to say "your
password expires in 0 days" on the day of expiry ...damn computers, doing
exactly what it is that I say, not what it is that I want them to do :x

I'd say an issue with the security group is that it would disable all the
other settings as well - but as long at the policy *only* sets the security
message you'd be good to go.

I think GPOs applied to the OU have a higher preference than GPOs applied to
the site. Try creating a new GPO at the OU level, define (enable) the logon
text but don't put anything in the box.

Another option is to put your Citrix servers in a security group. On the
offending GPO, open Permissions (if in GPMC, on Advanced tab, click
Delegation). Add the security group and check the Deny box for Apply Group
Policy.

I have created a gpo that turns on the Interactive logon message in the
Security Options.

Situation:

We have multiple sites USA and overseas.

We do not want this to affect overseas users.

I appled the GPO by sites in sites and services and found that the only way
to get it to work was selecting Interactive in the Security Filtering Box.

Problem:

Not inherited and hits the Citrix boxes along with other servers in a US
Site. How do I not apply this GPO to Citrix Servers?
