If you look at how IDLE sessions evolved this will make more sense.
Originally they were listeners. You created a unique listener that was also
an idle session for EACH concurrent user you wanted on a box.

Then with NT they split the listener function from the IDLE session function
and made the idle sessions dynamic. This limited config and reduced mem over
head. 

Now in 2003 the listener is the only piece and it creates the sessions on
the fly without the idle sessions.

Yes.  Good thing too.  They just ate up extra memory and didn't speed up the
login at all.

On windows 2000, I see lots of Idle sessions, and I remember adding more
when I first set these up 2 years ago.
 
I'm setting up 2003 server, and don't see any idle sessions at all. Did they
do away with these on 2003?
