[THIN] ICA Client Problems

On on server, I am having trouble with the ICA client.
We have users that connect to published applications
using either .ica files, the Program neighborhood, or
the Program Neighborhood Agent.
When the user starts an application, the wfica.exe
task starts, the Connect To dialog starts, but the
application never starts. It doesn't seem that a
session is ever created on the server either.
Has any one seen this before? All of the servers are
W2k sp3, MFXP FR3. Clients are 7.00.17534.
