Got it. It wa a combo of either using a .cmd or the cmd /c method coupled
with a different Start In directory. This app is really finicky on the
Start In. Didn't seem to matter that the directory was in the Path.

Try calling the vbs script in a .cmd file and publish
the .cmd file.
