It is a feature of Password Manager 4.0. It essentially is fast user switching 
for PCs in a corporate environment. It is
designed for PCs where multiple people log on throughout the day (hospitals, 
manufacturing floors, etc.). As another
person logs on, it automatically starts applications for that user. After an 
administrator defined idle period, it
automatically kills the apps and presents a logon screen.
